McKinney City Council certifies May 3 election results, orders June 7 runoffs for mayor and at-large seat

The McKinney City Council on Wednesday, May 14, 2025, unanimously adopted an ordinance certifying the results of the May 3 general election and approved an ordinance calling a June 7 runoff election for mayor and the at-large city council seat.
City Secretary Empress Drain read the certified vote totals for the contested races and said the runoff is required when no candidate receives a majority. “This first item is to, again, certify the results of the May, for the seats that were mentioned,” Drain said while reading the totals.
Why it matters: Certification makes the election results official and sets the municipal schedule for the runoff between the top two vote-getters in races without a majority. The council’s actions set early voting to begin May 27 and clarified that early voting ends June 3, with no voting on Memorial Day.
The certified totals read into the record showed the mayoral results as follows: Matt Rustami 1,109 votes (5.79%), Taylor Willingham 1,268 votes (6.62%), Bill Cox 8,957 votes (46.78%), and Scott Sanford 7,813 votes (noted in the record as leading to a runoff). Because no mayoral candidate received more than 50% of the vote, the top two—Bill Cox and Scott Sanford—will appear on the June 7 runoff ballot.
For the at-large city council seat the certified totals were Bridal Magnuson 3,257 (19.00%), Derek Tarver 3,072 (17.92%), Ernest Lynch 5,027 (29.33%), Taha Ansari 2,361 (13.78%), and Jim Garrison 3,422 (19.90%). Ernest Lynch and Jim Garrison, as the top two finishers, will advance to the June 7 runoff.
The council also recorded results for district contests: District 1 incumbent Justin Beller ran unopposed and received 1,708 votes (100%), and District 3 incumbent Jeray Feltes received 3,861 votes (53.51%) to Tammy Warren’s 3,354 votes (46.49%), meaning Feltes was reelected without a runoff.
Council members moved to adopt the ordinance certifying results (TMP 25-2185) and then to adopt the ordinance calling the runoff election (TMP 25-2184). After the first motion the city secretary confirmed Mr. Phillips was absent and the motion passed unanimously with the six members present. The record shows both items approved during the special meeting.
Meeting logistics confirmed during the discussion included early voting beginning Tuesday, May 27, and ending Wednesday, June 3, with no voting on Memorial Day; the city secretary said the voting schedule information is posted on the city’s website and the city will send calendars to council members.
The council adjourned following the votes; no executive session was held.
