A Bay County magistrate ordered the respondent for 3924 Treasure Circle to bring a storm-damaged property into compliance within 30 days, either by obtaining a demolition permit and removing debris or by submitting detailed structural repair plans and paying outstanding permit fees.
Investigators and building inspectors said the property was damaged during Winter Storm Finn on Jan. 9, 2024, and that subsequent inspections through 2025 showed continued disrepair, missing roofing, boarded or missing windows and partial removal of roofing material. Inspector Tony Bruning and other staff introduced damage-assessment photos and testified that cleanup and some debris removal had occurred, but the principal structure remained unfit and unsafe.
Bruning testified the property changed ownership multiple times; the file lists a mortgage and indicates tax delinquencies dating to 2024. Building services returned a renovation permit application for correction and unpaid fees; staff notified the owner of unpaid permit fees in April 2025 and said the fee remained unpaid at the time of the hearing.
The magistrate's order requires that the respondent either obtain a demolition permit and remove demolition debris or submit a complete building permit application along with a full structural report and structural drawings from a Florida-licensed design professional, as well as a detailed action plan and timeframes. All permits must complete plan review and inspections by Bay County Builder Services; if permits expire or are revoked, that will constitute noncompliance. The magistrate set a compliance hearing for June 18, 2025 at 1:00 p.m. and warned that noncompliance could result in a $1,000 fine and a lien on real and personal property.
