Board sets election for special police protection tax zone in Pleasant Hill subdivision

The Contra Costa County Board of Supervisors on May 13 approved formation of a special-tax zone for a planned 10-lot subdivision in unincorporated Pleasant Hill and set an election on the special tax.
Department of Conservation & Development staff said the zone (Zone 1102 within County Service Area P-6, the county's police services CSA) is a condition of subdivision approval for the project at 1024'1026 Grayson Road. Staff reported that required public notices were sent and that no majority opposition had been filed in the required hearing process.
The board first opened the hearing to determine whether majority protest existed; staff said no opposition had been received. The board then adopted the required ordinance and resolutions authorizing the special-tax ballot measure for Zone 1102 and directed the County Clerk to schedule the election for July. Resolutions approving establishment of Zone 1102 and authorizing an election were recorded as Resolution Nos. 2025-156 and 2025-157; the related ordinance number was 2025-06 for the special-tax authorization.
How it works
If a majority of voters in the zone approve the measure at the special election, the special tax would apply to properties within the new zone to pay for police protection services in the CSA. The zone creation itself was a standard step to permit the subdivision to meet the sheriff/police services condition.
