Magistrate orders 30-day compliance for Cedar Grove property after inspectors find multiple unfit structures and narcotics evidence

Bay County code enforcement found three unfit structures, accessory structure failures and evidence connected to a drug-related investigation at 2820 East Twelfth Street in the Cedar Grove area and ordered the respondent to correct the violations within 30 days or face abatement and fines.
Investigator Tony Bruning and Building Inspector Scott Thorpe described a single-wide mobile home and large rear accessory with missing roof panels, broken trusses and rot. Bruning said a damage assessment photo set and subsequent inspections showed substantial structural deterioration and that the property had been used in a drug-related investigation; a deputy emailed that law-enforcement had traced a suspect in an armed robbery to the address and had located evidence of large-scale narcotics trafficking inside the residence.
Bruning testified the property changed ownership Nov. 8, 2024, to the grandson Nicholas (last name spelled in file as Fiquit), and that notices were mailed and the property posted. County staff said Nicholas was later released on supervised probation; the magistrate directed staff to mail the order to his probation address if available.
The magistrate found violations of chapter 17 and ordered the respondent to either obtain demolition permits and remove demolition debris or submit a complete building permit application with a structural report and supporting engineering plans prepared by a Florida-licensed design professional. The order requires that all permits and inspections be completed by Bay County Builder Services or a designee; permits that expire or are revoked will be treated as noncompliance. The magistrate set a compliance hearing for June 18, 2025 at 1:00 p.m.
The magistrate also instructed that a derelict vehicle may remain on the lot only if a repaired or structurally sound primary structure exists. If the respondent fails to correct the property, the county can impose a fine and place a lien on real and personal property.
