Senate Labor Committee reports 14 bills to calendar or other committees

The Senate Standing Committee on Labor advanced 14 bills on procedural votes at its fourth meeting of the 2025 legislative session, reporting most to the calendar and referring several to other standing committees for further review.

The measures on the agenda addressed a range of labor issues, including wage-theft–related business-license suspensions, minimum operator ages for amusement rides, access to personnel records, limits on noncompete agreements and apprenticeship requirements for renewable-energy construction work. Most bills were moved, seconded and approved by voice vote with no extended debate.

Why it matters: The package touches multiple routine and substantive areas of workplace policy that can affect employers, employees and enforcement agencies across New York. Several bills, if enacted, will change employer obligations or create new administrative requirements that will proceed through the Legislature for additional consideration.
