Ranch Mobile Home Park residents urge council to confirm senior‑overlay protections

Residents from Ranch Mobile Home Park spoke during public comment on May 13 to ask whether a senior‑overlay zoning designation they believed won in a prior council action remains in effect.
Brian Scott asked, "Is the senior overlay that was voted by you people last year, is that still in place?" Nearby residents Marvin Sanders and Paul Rios said they received notices from the park owner claiming the overlay was not in place and sought clarity. Sanders said many park residents are elderly and asked for transparency about any discussions affecting the community.
City Attorney Noonan responded during the staff response portion of the agenda: "The city's senior overlay zoning is in effect." Noonan said the city had heard claims from the park owner that he is not subject to the overlay but that she had discussed the matter with the owner (identified in the transcript as Mr. Senko) and had advised him otherwise. Noonan added that current residents "continue to enjoy all of the protections afforded under the city's general regulations."
Noonan also said she could not comment on confidential legal matters and that additional information tied to confidential legal communications could not be disclosed at that time. The council did not take a formal action on the matter during the meeting.
