Orange City SD reviews $24,000 engineering design for Gale Allison–Chagrin intersection

The Orange City School District Board of Education on Oct. 9 reviewed a proposed contract with TMS Engineers for a topographical survey and civil design work to reconfigure the corner of Gale Allison and Chagrin Boulevard. The contract amount presented for review was $24,000.
Board members said the work would produce a corner-radius design and permanent traffic-control plans needed to estimate construction costs. The district presented the contract as a design-stage expense that would allow the board and staff to obtain firm construction pricing.
The item joined a broader discussion about which government entity should pay for roadway improvements. Board member Lycan said the intersection is a city-controlled public roadway and argued the city should share responsibility for construction costs. "It really has nothing to do with the schools. Identified a problem in the public roadway," Lycan said, adding he would be willing to approach the city council or mayor to request contribution.
Superintendent Dr. Campbell confirmed the mayor and city officials have been briefed and said the district has met with engineers to determine the next steps. Board discussion noted that doing the design work first would provide the cost estimate the district could use when asking the City of Pepper Pike for a contribution or permit approvals. Board members also observed that formal permitting and city input will be required before construction.
No vote to award the contract or to obligate construction funds was taken at the Oct. 9 meeting; the item was presented for review and discussion only. Board members said staff will return with construction estimates and next steps for possible city cost-sharing or permit coordination.
The board also heard, in the same agenda section, a lease with Kiwanis (presented for review) but took no formal action on that lease at this meeting.
For now, the district will proceed with design work if staff recommends moving forward, and will seek clarity from the City of Pepper Pike about potential contributions once construction pricing is available.
