The Snyderville Basin Planning Commission on May 13, 2025, ratified a prior approval for the Glenwild Phase 2 amended subdivision plat and approved four other routine items, including conditional-use permits for accessory dwelling-unit (ADU) proposals and a brewery/taproom in an existing shell building. The commission also approved minutes from the April 22, 2025 meeting.
Commissioners moved quickly through the items after staff presentations; planners recommended approval in each case based on findings of fact, conclusions of law and the conditions of approval in each staff report. Laura Kermeier, planning staff, told the commission that for multiple items “staff is recommending approval, based on the findings of fact, conclusions of law, and conditions of approval.”
Glenwild Phase 2 (ratification) The commission ratified and clarified a motion confirming its April recommendation for approval of the Glenwild Phase 2 amended subdivision plat (adjustment of the common-area Parcel H boundary). The staff report dated April 22, 2025 provided the findings and conditions. The commission’s ratification was made to ensure the public record explicitly states the recommendation for approval.
Accessory dwelling unit — Altitude Loft Condominiums, Unit 5, 4123 North Forestdale Drive The commission approved a conditional-use permit for an accessory dwelling unit within Unit 5 of the Altitude Loft Condominiums. Staff described the building as an earlier-approved “shell” where the third level’s footprint exceeded the 1,000-square-foot ADU size limit; the applicant proposed to wall off an inaccessible portion of the third level so that the ADU portion meets the 1,000-square-foot limit. Architect Justin Wallace confirmed the upper and lower floors will have separate HVAC systems. The commission approved the CUP subject to the findings, conclusions and conditions of the staff report.
Major accessory building (with ADU) — 7596 Wylaway Road West The commission approved a conditional-use permit for a major accessory building that will include an ADU on a lot with an existing single-family dwelling at 7596 Wylaway Road West (Silver Creek area). Staff clarified that the current approval is for the accessory building (the ADU itself is reviewed administratively during building permit because ADUs are an allowed use in the zone). The applicant’s representative said the accessory structure would include a garage and storage and that the ADU is intended for an elderly family member. The commission approved the requested CUP under the recommended findings and conditions.
Brewery / taproom and light manufacturing — 4175 North Forest Hill Drive, Suite 105 The commission approved a conditional-use permit for light manufacturing and a bar/brewery/taproom use within an existing shell suite at 4175 North Forest Hill Drive, Suite 105. Staff explained that the proposed uses are not specifically listed in code and are being reviewed as the closest matching uses (bar and light manufacturing). Owner/operator Connor (first name only on the record) said his existing operation has a small footprint and that weekday daytime traffic is light, with most patron activity occurring after typical business hours. Property owner Rob Nielsen described 27 on-site spaces and said daytime parking demand is modest; commissioners and staff discussed shared parking and hours of operation (tasting-room hours were listed in the application). The commission approved the CUP with the staff-recommended conditions.
Administrative items The commission approved the minutes of April 22, 2025.
Why it matters These approvals allow multiple proposals that incrementally change how properties in the Snyderville Basin are used — e.g., converting portions of previously permitted commercial shells into limited residential uses (ADUs), and adding a brewery/tasting-room use in a mixed-use park. Staff emphasized that the approvals were recommended because the projects meet current code standards and the conditions in each staff report.
What the commission decided to do next Commissioners asked staff to continue monitoring trends involving ADUs and accessory buildings; later in the meeting staff said it will return with possible code amendments and a work session to discuss cumulative impacts and clarifications.
