The Wellington Village Council voted 5-0 on Tuesday to remove outdated conditions of approval that remained from Palm Beach County-era development orders for the Wellington Green (Walton Green) property and to align the land-use and zoning records with the current Wellington Green master plan.
The action affects a 456.3-acre site at the southwest corner of State Road 7 and Forest Hill Boulevard. Staff characterized the ordinance as a cleanup: county-era conditions that were satisfied, obsolete, or already incorporated into the 2017 Walton Green master plan will be deleted from the land-use and zoning development orders. No changes to existing land-use or zoning map designations were made.
Why it matters: Removing the inconsistent, legacy conditions streamlines future development review by consolidating governing requirements into the master plan. Staff said the cleanup is intended to prevent developers or staff from having to amend multiple documents for future applications and to ensure the master plan is the controlling document.
Staff and the village’s planning division explained the underlying history: the property was originally approved under county development orders in 1996, including a development of regional impact (DRI) that later became the Walton Green master plan. Over time, the DRI sunset and local master-plan amendments were adopted. The older county conditions remained in land-use and zoning records and are now inconsistent with the master plan.
Council discussion focused on process and timing. Staff confirmed that the amendment will not grant new entitlements and that any future intensification or master-plan changes would still require the applicable hearings and approvals (including land-use amendments where required). Staff said wetlands and other parcels to be conveyed to Wellington would be re-designated as conservation at a later step once conveyances are completed.
Council vote and scheduling: The council approved Ordinance 2025-11 (land-use amendment) and Ordinance 2025-14 (zoning amendment) on first reading with a 5-0 vote; second readings were noted as tentatively scheduled for June 24. Staff noted that some wetland parcels (approximately 22 acres) will be conveyed to Wellington and then changed to a conservation designation in a subsequent action.
Background details: The report to council included a chart (staff exhibit D) listing deleted and amended conditions. Staff described the action as staff-initiated cleanup rather than an owner-initiated development application. No members of the public spoke on the item during the public hearing.
