Wellington council creates $6 million environmental reserve, directs $3.3 million to pump-station upgrades

The Village of Wellington council on Tuesday created an Environmental Resilience and Open Space reserve funded from settlement proceeds and approved a budget amendment directing $3,300,000 to stormwater pump-station improvements in the Acme Improvement District.

Council members voted unanimously, 5-0, to establish the reserve and to appropriate funds from a $9,300,000 settlement tied to the Palm Beach Polo foreclosure and related violations case. The council initially set aside $6,000,000 for the reserve and allocated the remaining $3,300,000 to the Acme stormwater pump stations improvement plan.

Why it matters: Councilmembers and staff said the allocation returns money linked to environmental violations to projects that protect green space, improve resilience and support flood-control infrastructure. Staff described the pump-station project as a multiyear program to renovate and replace a majority of the village’s pump stations.

At Tuesday’s meeting, presenters noted the sum was received and recommended creating a restricted reserve that could be spent only by subsequent council action through the budget process or specific designation. Council members emphasized the connection between the litigation outcome and returning funds to environmental protection and drainage infrastructure. One councilmember said the decision sent a clear signal that the village will both litigate and reinvest to preserve ecologically sensitive lands.

The budget amendment passed alongside the resolution establishing the reserve. The measures also included a clause that, as reserve balances are used, staff will replenish the fund from additional reserves when appropriate.

Council vote: The motion to adopt Resolution 2025-29 (establishing the reserve) passed 5-0. The companion budget amendment, Resolution 2025-30, to appropriate settlement proceeds to the new fund and to the Acme pump-station project also passed 5-0.

Implementation notes and next steps: Staff indicated the pump-station project will proceed as a multiyear capital program. Councilmembers asked staff to continue coordination with Acme Improvement District and to return with project schedules and reporting on reserve replenishment.

The council approved both items during the meeting; the items drew extended discussion about environmental protection and infrastructure but no recorded dissent. The funding decision becomes part of the village’s capital and reserve plans going forward.
