City presents community empowerment checks; committee notes ARPA youth‑program funding depleted and requests staff report

At the start of the meeting the Stakeholders Oversight Committee presented community empowerment grant checks to local youth sports organizations and later heard that ARPA funding used for youth programs is depleted.

Committee members presented a check for $4,310 to the Inter America Red Devils and a check for $4,450 to the Baldwin Park Youth Athletic Road Runners. Staff said a third recipient, the Baldwin Park East Bridal Little League, could not attend the meeting and will be invited to a future meeting to accept their award.

During public communications, residents urged the committee to invest in park infrastructure such as shade awnings and speed mitigation at Walnut Creek Park rather than additional police‑focused spending; speakers said neighborhood amenities and maintenance have lagged.

Near the end of the meeting a committee member raised that ARPA funds used to subsidize youth program tuition have been exhausted for the year. Staff confirmed the ARPA youth program fund is depleted and said the committee could ask staff to bring back a report. Committee members reached consensus — by nodding during the meeting — to direct staff to return with a report on the ARPA youth program funding, current recipients, program details and options for replenishing or replacing that funding.

The committee set a next deliverable to provide a background report showing which youth programs have been funded from ARPA and to present options for future funding at a subsequent meeting.
