Council hires Steele & Freeman for pre-construction work on Fire Station 4 to produce budget estimate

Midlothian City Council on Tuesday approved an A133-style professional services agreement with Steele & Freeman to provide pre-construction services for the planned Fire Station 4 project.
City staff said Steele & Freeman will work with the city’s architect (Hayford Welker) to develop a “not-to-exceed” budget number that the council can use when deciding how to fund construction. Because the city has not yet committed to a funding mechanism, the contract covers pre-construction services only; if the council chooses to proceed with the firm as the Construction Manager at Risk (CMAR), staff would negotiate the subsequent construction contract separately.
City staff emphasized that the pre-construction contract is intended to produce a more accurate project cost estimate and not to obligate the city to choose the firm for the full construction phase. The council approved the pre-construction contract unanimously, 6-0.
Why it matters: The pre-construction work will produce a detailed, firm-informed estimate that the council can use to decide whether to fund Fire Station 4 via bonds or other options and to shape the project scope.
