County expands Land Conservation Committee to 11 members, adds annual Sunshine Law training

At a May 13 final public hearing, Clay County commissioners voted 4-1 to amend the ordinance governing the county's Land Conservation Committee (LCC), expanding the committee from seven to 11 members and adjusting appointment categories.

County planning staff told the board the change responds to heavy public interest in the LCC; staff said they received 61 applications for the committee. Under the amended language presented to the board, the board will appoint four members based on knowledge of environmentally sensitive lands or natural resources (up from two), four members based on knowledge of agriculture, silviculture or animal husbandry (up from two) and three public representatives who have demonstrated an interest in natural resources and the environment. The ordinance also staggers terms for initial appointments and requires each LCC member to attend an annual training session provided by county staff that will include the Sunshine Law.

Staff said the selection of the new members will occur at the next board meeting; during the meeting staff referenced possible May dates but did not provide a single definitive selection date on the record. No public speakers addressed the structure change during the hearing.

The ordinance is an amendment to Ordinance No. 20448 (Land Conservation Committee). Board action recorded on the transcript shows the motion passed with four votes in favor and one opposed.

What happens next: staff will proceed with the staggered appointment process and will provide the required orientation and Sunshine Law training to new appointees.
