The Little Hoover Commission on Tuesday discussed Governor Gavin Newsom's Government Reorganization Plan 2025 to split the Business, Consumer Services and Housing Agency into a California Housing and Homelessness Agency (CHHA) and a Business and Consumer Services Agency (BCSA), and directed staff to prepare a draft report with recommended companion legislation and implementation steps.
Chair Pedro Nava, chair of the Little Hoover Commission, opened the meeting noting the commission—s statutory duty to study the governor—s proposal and produce a report to the Legislature and governor by June 4. Executive Director Ethan Rehrig told commissioners staff would return with a draft report for consideration at a May 29 meeting.
The commission heard a series of public comments from housing advocates and nonprofit developers who urged support for a separate housing and homelessness agency.
