Commission awards asphalt contracts, approves equipment trades and authorizes surplus auction for road department

Coffee County commissioners approved multiple public-works items: awards for hot-mix asphalt resurfacing, disposal and auction of surplus equipment, and purchase of replacement tractors.
Bids for HMA project A2501-C were awarded to APAC of Peoria, Kansas, in the amount of $2,073,022.95. A second HMA project (A2502-C) covering a stretch from 12th Street toward Jacobs Creek was awarded to Kilo Construction of Ottawa, Kansas, for $724,782.50. Commissioners authorized staff to pay from the public works asphalt and special highway improvement line items.
The board authorized disposal and auction of several road and shop items (motion 2025-033) via SNS Sales LLC with public notice to run May 15 and May 22. Items listed for disposal included older pickup trucks, a trailer, a sprayer, a bush hog in need of parts and a waste-oil tank. SNS Sales will handle advertising and sale, with a 10 percent commission.
On vehicles and heavy equipment, commissioners approved trading three older John Deere tractors and accepting a trade-in value of $49,500 to purchase two used 2024 John Deere 60130M tractors from Heritage Tractor in Baldwin City for a net purchase price of $210,500. The purchase was authorized as a waiver of purchasing policy because of limited availability; funds will come from the general fund public works equipment line.
County road supervisors said the asphalt projects target heavily trafficked segments and include milling and overlay; inspectors will monitor milling, base repairs and compaction to ensure surfaces are suitable before HMA is placed. Commissioners asked staff to coordinate start dates with contractors; one contractor indicated it may be able to start in June on certain routes.
The motions passed unanimously.
