Chief Operating Officer Herbeck summarized the plan’s theme — “restore, renew, reimagine” — and described how the district combined school‑level educational suitability assessments, life‑cycle replacement schedules for building systems (roofs, flooring, paint), and annual Florida Safe Schools Assessment Tool (FSAT) results to build prioritized work for the next five years. Herbeck said the FSAT results show fewer major safety recommendations thanks to prior investments (fencing, single points of entry, cameras) and that the plan will be updated by supplemental (spot) surveys if programmatic or facility needs change.
Herbeck emphasized that principals and teachers participated in classroom‑level reviews to recommend changes needed for 21st‑century instruction, and offered a facility example: converting the former Pinellas Secondary School into an employee childcare center. The plan, Herbeck said, will go to the Department of Education for final review; staff reported a tentative departmental approval pending the formal submission.
The motion to approve the five‑year plan was made by board member Kane and seconded by Vice Chair Caprice Edmond. The vote was 6–0.
