Committee hears update on proposed three-year electronic-monitoring contract; referred to finance

Anthony Dodd, assistant superintendent of the County Community Reintegration Center, and fiscal administrator Michael Bickerstaff briefed supervisors on a proposed three-year contract with Wisconsin Community Services Inc. (WCS) to provide electronic monitoring services to eligible CRC residents.
Dodd described the intended population and use: “It’s pretty much for nonviolent residents. So let’s say residents who has OWI 1, 2, and 3, retail thefts. So those type of residents. So this is definitely alternative to incarceration,” he said.
The proposed agreement would cover July 1, 2025, through June 30, 2028, with options for three additional one-year extensions. The service would be provided to residents at the CRC who meet the eligibility criteria; Dodd said the program is intended to expand alternatives to incarceration at the facility.
Supervisors asked clarifying questions about eligibility and whether the service would replace models such as Huber facilities; Dodd described the program as an alternative to incarceration for nonviolent residents. No vote was taken by this committee; the item was referred to the County Finance Committee for action under Wisconsin Statutes 59.52(31)(d).
