City council approves conceptual subdivision for Winding Oaks commercial phase 3

Ocala City Council on an affirmative roll call approved the conceptual subdivision plan SUB25-0008 for Winding Oaks Commercial Phase 3, a proposal to create four commercial lots on about 83.1 acres with planned development zoning.
Karen Kupp of the Growth Management Department presented the plan, saying the developer is DH1 Communities and the owner is KL Winding Oaks LLC, and that the plan was prepared by Kenley Horn and Associates. Kupp told council that access will be provided by two publicly maintained roads, water and sewer are available for connection, and a property owners association and individual lot owners will be responsible for perpetual maintenance of internal roads, access drives and drainage areas. The city engineer’s office recommended approval of the conceptual plan.
Stuart Hill of Kenneyhorn Associates, who said he was representing the applicant, told council the project “is in full compliance with the overall Winding Oaks PD that was approved in 2021” and offered to answer questions. No public comments were offered during the public-comment period for this item.
A motion to approve SUB25-0008 passed on a roll-call vote with the members recorded as voting aye: Branson, Boudreaux, Carlock, London and Lopez.
The city will require a site plan at the time each lot is developed; the council action approved the conceptual subdivision only and did not approve individual site plans or development permits.
