Delaware City Council approved a slate of administrative and land-use measures on May 12, voting on liquor permits, a CRA agreement, annexation and utility easements.
Liquor license: Council approved a request from 39 East Williams Street LLC for D2 and D3 liquor permits for a proposed wine-bar-style establishment at 39 East Williams Street. Chief Adam Moore reported no statutory reason to object and recommended approval. The motion carried on roll call with all voting members present voting yes.
Greenwood Commons CRA agreement (Ordinance 20522): Council approved Ordinance 20522 authorizing the city manager to execute a CRA agreement with Greenwood Commons LLC for improvements on a 21.168-acre parcel (Parcel 51941003012002). The developer was present; the ordinance passed with one recorded abstention from Ms. Griffith and yes votes from other members.
Annexation (Ordinance 25-31): Council approved an ordinance accepting the annexation of approximately 84.3 acres (center line of Broadmiller Road to the city) petitioned by TNR CLIN Parkway, LLC. Council previously approved a resolution of services for the property; staff noted the land lies within the Delaware School District and the Southeast Focus Area. Council suspended the three-reading rule and adopted the ordinance by roll-call vote.
American Electric Power easement and tree clearing (Ordinance 25-33): Council declared an emergency to authorize easement and tree-clearing agreements with American Electric Power (AEP) to relocate utilities for the Merrick Boulevard extension and related Troy Road pole relocation. Staff said work is time-sensitive to maintain electrical service and to coordinate utility and roadway schedules. Council approved suspending the three-reading rule, adopted the emergency clause and passed the ordinance.
Removal of private-lot parking meters (Ordinance 25-34): Council approved a measure to remove six city-operated parking meters from a private lot behind 28-30 North Sandusky Street and 24 East Winter Street and to phase out city meter operations there in coordination with property owners. Parking & Safety recommended the removal; council suspended the three-reading requirement and approved the ordinance.
Votes and motions were taken by roll call on each item; where recorded, votes are noted below. Several of the ordinances were adopted under suspension of the three-reading rule to allow prompt execution or to accommodate developer timelines.
