Planning Commission recommends assembly adopt Humpy Point R‑1 local option zoning district

The Kenai Peninsula Borough Planning Commission on May 12 voted unanimously to forward Ordinance 2025‑08 to the Borough Assembly, recommending adoption of a new single‑family residential (R‑1) local option zoning district called Humpy Point.

The planning department reported the proposed local option zoning district includes 13 parcels in the North Coho area and meets the minimum 12‑lot threshold set out in Kenai Peninsula Borough code. Planner Ryan Rayde May told commissioners the proposal “meets the criteria contained in Kenai Peninsula Borough 21.440.04” and recommended forwarding approval to the Assembly.

The item was noticed by mailed invitation to landowners within 300 feet and a community meeting was held April 21 in the Betty J. Glick Assembly Chambers, staff said. After the staff presentation the commission opened and closed public testimony with no speakers and then took a motion to forward a recommendation to the Assembly.

The motion to forward Ordinance 2025‑08 passed on a unanimous roll call vote. Commissioners voting yes included Slaughter, Fikes, Morgan, Venuti, Gillum, Epperheimer, Whitney, Brantley and Ken Burnley.

The planning department’s finding that the Humpy Point LOZD satisfies Borough code criteria will be part of the record the Assembly reviews. The ordinance, if adopted by the Assembly, will amend the borough code provision cited in the staff report to include the Humpy Point local option zoning district.

No members of the public spoke during the hearing and commissioners offered no substantive debate before voting.
