Board awards $2.298 million HVAC and boiler replacement contract at Sunderland Elementary

The Calvert County Board of Education approved a contract award on May 12 for replacement of unit ventilators, air-handling units and boilers at Sunderland Elementary School.
Barb Secora, supervisor of finance, and Shashida Warner, director of school construction, told the board the district received 11 bids; one bidder was deemed non-responsible and rejected after reference checks. The recommended award—base bid plus alternate 2—to JPG Services of Jessup, Maryland totals $2,298,000, to be funded by local CIP funds, Maryland Energy Administration grant funds and capital outlay funds.
Board members asked whether JPG is a union company and about prevailing-wage requirements. Staff said prevailing wage rules (Davis-Bacon or state prevailing-wage rules) typically apply for projects where state participation exceeds thresholds. Warner and Secora said the project’s funding spans FY25 and FY26 appropriations; they expect to request a grant amendment from the Maryland Energy Administration when needed to align expenditure timing.
There was a motion to approve the contract and a second; no roll-call names for the mover/second were given on the public record excerpt. The board voted 5-0. After the vote, President Post announced the motion carried. A board member asked staff to present bid tabulation documents in landscape format at future meetings to make them easier to read.
Secora said the district required alternates to meet state requirements for bid packages, and that maintenance had recommended not taking alternate 1. The contract award will allow work to proceed following required preconstruction steps and any applicable grant amendments.
