Council approves Eighth Avenue bridge repairs and Boysen Trail paving project

The Marion City Council approved the project calendar and recommended contract award for the Eighth Avenue bridge pier repairs and the Boysen Trail improvement project, including hard surfacing a previously unpaved trail segment.
Public works staff described the project as a combination scope: pier improvements and stream-bank stabilization on the West Eighth Avenue bridge and paving the previously lime trail segment connecting Indian Creek Trail, under Eighth Avenue, down to the paved portion of the Sea Mar Trail. Linn County Trail Association contributed $35,000 toward the trail improvements.
Staff reported eight bids were received and recommended Rachi Construction as the low bidder at $273,659.46, with a completion date of Nov. 14, 2025 and liquidated damages of $500 per day. A city representative said one trail segment to the Boysen Trailhead will remain lime until a trunk sewer project is complete and could be added in a future CIP. The council approved the project calendar (resolutions 32386 and 32387).
During public comment, Steve Herschner, board member of Linn County Trails Association, thanked the council and staff and said LCTA “appreciates the council and staff effort that went into developing this project.” Council discussed traffic access during bridge repairs; staff said the bridge would likely be reduced to one-way traffic rather than fully closed.
