Council amends RM 1431 roadway project scope, authorizes nearly $400,000 for additional engineering services

The Cedar Park City Council approved an amendment to the professional services agreement for the RM 1431 roadway improvements project, authorizing additional engineering work after the project’s scope expanded to include a relocated detention pond and extra right-of-way acquisitions.
Chris Brickey, capital projects manager, said the project — funded for environmental clearance, design and right-of-way acquisition through a 2015 bond program and an interlocal agreement with Williamson County — now requires extra work because the proposed location of a detention pond changed. Brickey said the additional work covers drainage design, wall design, survey, environmental clearance, geotechnical investigation and increased utility coordination.
The scope increase also raised the number of parcels needing acquisition from 24 to 37 to accommodate additional turn lanes and a shared-use path. Staff recommended the fee for the added services as fair and reasonable and asked council to approve an amendment not to exceed $398,350 to Rodriguez Transportation Group.
Councilmembers asked about the design limits and whether the project should be extended to the city limits; Brickey said the extension to Power Lane was chosen because it best met anticipated needs and intersection improvements. The council voted to approve the amendment; staff noted construction funding has not yet been identified and is expected to be state or federally funded.
The project scope as described by staff includes widening RM 1431 to six lanes between segments west of New Hope Drive and Bagdad Road, raised medians, intersection signals, drainage improvements and a shared-use path. Staff said the amendment is necessary to complete design and right-of-way activities before construction-phase funding is identified.
