Parks staff update board on capital projects and July 12 tour itinerary

Project highlights and schedules - Surf and Swim (Holford Aquatic Center): Staff said concrete work for the lazy river is underway and substantial completion is targeted for March 2026; project photos and drone imagery will be shared as construction progresses. - Luke Huff Park: Staff expect to receive 100% plan sets soon and route to engineering; bidding is expected mid- to late May. - Wynn Joyce / Rick Oden area: Plans include a large splash pad (reported around 8,500 sq ft in discussion) with pump house and daily water-quality maintenance; staff said splash pad water will operate seasonally (approximately 8 a.m.–8 p.m.). Board members raised concerns about lighting and safety in nearby Audubon and walk routes; staff said additional vertical lighting elements and pedestrian-path lighting are part of the design. - John Paul Jones: Design work is about 75–80% complete; the project includes a required Texas Parks and Wildlife review that adds 4–5 months to review time; improvements include seawall repair, structured parking access and a kayak/ADA launch in alternate bid items. - Tuckerville and Bob Day Tennis Center: Concrete courts poured; striping and final work remain with projected substantial completion in October–November of the year. - Trails and underpasses: Staff described Duck Creek Central Trail segments, Central Park walking trail, and an underpass project near Academy Sports that will include lighting and sidewalk connections; railroad crossings and tunnel/culvert options remain under discussion with rail operators.
Board concerns and staff responses Board members repeatedly raised lighting (lumens) and perceived safety at Audubon and other sites. Staff confirmed they submitted a lighting package into the CIP for consideration and will cost out enhanced lighting and security-camera options as part of ongoing capital planning. Staff also said they maintain a running list of recurrent needs gathered from leagues and user groups and will carry recurring requests into bond or CIP planning.
