Council approves $141,000 contract supplement for Knoll Road North materials testing

The Poulsbo City Council approved a $141,000 supplemental contract to parametric (Parametrics) for construction administration and materials testing on the Knoll Road North segment and safe routes to school project.
Council authorized a contract supplement in the amount of $141,000 to hire Otto Rosenau & Associates (subcontracted by Parametrics) to perform compaction, aggregate and concrete testing and other materials testing required by the project. Council also authorized the deputy mayor to sign the contract supplemental on the city—s behalf.
Why it matters: The Knoll Road North segment is an under-construction project (estimate roughly $11 million) that includes sidewalk work by Paulsbo Elementary School, trail connections and other improvements. Materials testing is a standard part of construction administration to ensure the contractor meets contract specifications and WSDOT standards. City staff said the work is already under way and that parametric—s construction support contract would increase to about $887,000 with this supplement; the work is currently in the adopted budget so no additional budget amendment was required.
Timing and schedule: Staff said clearing and pavement removal started and work near the school will ramp up as school lets out; the city expects construction to be complete in summer 2026. The council recorded the vote as McVeigh (aye); Eckert (aye); Tabor (aye); Liebdahl (aye); Newell (aye); Stern (aye).
