Planning commission approves America First Credit Union site plan with conditions

The North Ogden City Planning Commission on May 7, 2025, voted unanimously to approve a site plan for an America First Credit Union branch and offices at approximately 395 East 2600 North, subject to staff conditions that the southeast corner entrance meet city standards and that decorative street lighting be added along Washington Boulevard.
Planner Ryan Nunn told the commission that the applicant met most commercial-code requirements for landscaping, parking and building percentages but asked the commission to accept a corner entrance that is not located at the street-facing intersection corner. "Staff is of the opinion to recommend approval with condition," Nunn said, citing the code allowance for a single corner entrance and recommending decorative lights be added to the landscape plan to meet site-amenity requirements.
Applicant representative Rick Magnus of AWA Engineering described site constraints that led the bank to locate its entrance on the southeast corner and asked that the plaza recommendation remain discretionary. "We concur with staff recommendations if we could just remove that one about the plaza," Magnus said, citing grade differences, accessible-route concerns and the institution's interest in avoiding a loitering area immediately adjacent to a financial institution.
Commissioners discussed precedent for allowing corner entrances that do not sit exactly at an intersection and weighed the tradeoffs between strict code language and practical site constraints. Commissioners praised the applicant's landscape buffer and the proposed lampposts, and commissioners agreed the decorative lights would help tie the site into adjacent developments.
Commissioner Watson moved to approve the site plan "for America First Credit Union branch and offices located at approximately 395 East 2600 North, with the Southeast corner entrance, with the decorative lighting added to meet standards and without a plaza." Chad Davis seconded. Commissioners Webb, Watson, Bailey and Vice Chair Nisa Green all voted yes. The motion passed unanimously.
Staff will require the applicant to add the specified decorative lighting to the landscape plan and to demonstrate that the southeast corner entrance meets the applicable public-entrance standards; the plaza recommendation was removed as a required condition.
