The Baldwin Park City Council voted unanimously to add a late consent calendar item and approve an agreement with Learning Enrichment After School Program (dba LEAP) to operate a summer lunch program.
City Attorney staff explained the vendor had notified staff of an imminent funding deadline that arose after the agenda was posted and asked the council to make the Government Code findings allowing addition of the item on an urgency basis. Council made the required two-thirds determination to add the item. Council member Lozano moved to add the consent item and Council member Ayala seconded; roll call approval to add the item was 5-0.
After the addition, the council moved and approved the consent calendar (items 1 through 6a, including the LEAP agreement) by roll call vote; the clerk recorded the consent calendar as carried 5-0.
Why it matters: The added item funds a summer lunch program operated by a local after-school provider; staff said the addition was time-sensitive due to pending state/federal funding deadlines for the vendor.
