Staff noted the property sits at the property line and therefore the enclosure would have to include a solid block firewall at that boundary, in line with code requirements for shared lines. The plan includes lifting the tank area slightly to align with a door and provide covered access to the repair shop.
Commissioners generally reacted that the proposed enclosure was an improvement over the present exposed tanks and would reduce the risk of a vehicle striking an unprotected tank. One commissioner said, "This is an improvement to a historic district rather than a detriment," while staff emphasized the change does not increase the site's nonconforming use and is intended to make the site safer and visually less intrusive.
Staff clarified the review was informal to gather commission input; the proposal would continue through permitting and any required reviews with city planning. No formal approval, conditions, or permit issuance were recorded at the meeting.
