Council refers discussion on voluntary campaign expenditure limits to future work session

Councilmembers moved on May 6 to refer a councilmember-sponsored item to a future work session that would review voluntary expenditure and contribution limits for local elections. The motion, moved by Councilmember Sayra and seconded by Councilmember Bonilla, passed by roll call with six votes in favor and one no.

Sayra said the intent is to begin a conversation shaped by the change to district elections — where each district represents substantially fewer voters than at-large contests — and to consider whether current voluntary limits should be adjusted to preserve a campaign environment focused on community ties rather than resources. She said her preference was to begin the conversation after the council’s summer recess to allow more time for staff and for the broader policy conversation.

Other councilmembers expressed a desire to review staff background work; staff noted some prior research exists and recommended timing after the recess to avoid conflicting with the budget calendar. Councilmember Cyril (spoke in favor of discussion) said he would present examples from other California cities in which district races have seen much higher per-candidate spending because the smaller electorate concentrates fundraising.

Council directed staff to schedule a work session (timing to be determined, with the possibility of after the council summer recess) and prepare background materials that include comparative city practices, legal constraints, and possible voluntary-limit scenarios. No changes to campaign finance rules were made at the meeting; the referral was approved for study.
