The Lago Vista Charter Review Commission on May 5 adopted a revised process for filling council vacancies, revised the charter's definition of "official notice" to refer to "notices of public interest," and approved a change to require a majority (not a plurality) in specified city elections.
The commission's chair, Linda Aaron, called for a vote on the revised vacancy provision (section 3.09) after several members noted final edits circulated by email. A motion to adopt the revision "as amended" passed without opposition. Aaron said, "All in favor? Aye," and the motion was recorded as unanimous.
The panel then considered wording for the charter's defined term "official notice," debating whether to use "public concern" or "public interest." Following discussion, the commission accepted language changing the definition to "notices of public interest." The chair again polled the commission and the change passed unanimously.
Later in the meeting the commission adopted a separate amendment to section 5.04 addressing how city candidates are elected, moving the charter language from a plurality standard to require a majority of votes cast for certain offices (creating a potential runoff when no candidate receives more than 50 percent). Commissioners voted to "adopt 5.04 as modified;" the motion carried with no recorded opposition.
The votes were procedural but consequential: the vacancy rule change determines whether unexpired seats are filled by appointment or by putting that unexpired term on a subsequent ballot; the official-notice language narrows the notice category that triggers publication or posting; and the majority-vote change alters the city's electoral threshold for winning some offices.
The commission placed no immediate implementation notes beyond instructing staff to include the approved language in the packet it will forward to the city attorney and City Council for legal review and drafting of final ordinance/charter language.
The panel convened with five voting members present (Robert Owen, Tracy Pitts, Jean Harris, Mike Slutter and Chair Linda Aaron). Councilor Shane Som and City Manager Tina Richard attended in advisory roles; they did not vote.
