The Indianapolis Historic Preservation Commission approved five expedited Certificates of Appropriateness, a variance of development standards and a rezoning petition after staff presented them as routine items and no members of the public requested to speak.
Staff listed the expedited COAs and applicants: 2025 COA 048 (114 Good Avenue, applicant Casey Newbold; demolition of a historic garage and construction of a new garage; associated variance 2025VHP001), 2025 COA 055 (5921 Oak Ave., applicant Shawn Ray; rear second-story addition), 2025 COA 081 (3060 North Meridian Street, applicant Brandon Badger; rezoning request to D9 associated with 2025 ZON 039), 2025 COA 085 (2179 North Pennsylvania Street, applicant Rachel Walker; partial demolition of the southern portion of the primary structure), and 2025 COA 097 (331 N. Park Ave., applicant Jonathan Lam; disposal of siding from a demolished outbuilding).
No speakers in the audience asked to testify on the expedited items. Commissioners moved and seconded approval of the five COAs and then separately approved the variance and the rezoning petition. The motions passed by voice vote with no recorded opposition.
Because these cases were processed under the commission's expedited procedures, staff noted that standard stipulations and conditions from written reports would apply; commissioners approved the staff recommendations as presented.
