Planning Board advises council on PDP updates, car‑vault use; withholds recommendation on construction‑and‑demolition proposal pending more detail

The Planning Board reviewed a set of zoning ordinance amendments that town council submitted for the board’s advisory recommendation. The changes under discussion included: adding the Planned Development Park (PDP) floating overlay into the district use table and updating PDP standards; defining and adding “car vault” operations (a secured, indoor place for storage and detailing of vehicles) with performance standards; and defining a “construction and demolition (C&D) processing facility” with proposed performance standards. Town council had referred the items to the board for review.
Planning staff and board members worked through the draft ordinance language line by line. The board agreed to include a PDP column in the use table for clarity and moved a number of uses into the table. It also agreed to the proposed definition and tailored performance standards for a car‑vault use but added clarifications to prohibit automated or self‑serve car washes and outdoor vacuum stations as part of a car‑vault operation.
The most extensive discussion and public comment focused on the addition of a construction‑and‑demolition (C&D) processing facility use. Several residents and board members urged caution. They asked for clarity about what materials could be accepted and processed, how hazardous items would be screened and excluded, the potential for truck traffic and heavy‑vehicle trips, protections for groundwater and nearby wetlands, and monitoring and enforcement mechanisms. Board members and several members of the public noted that the town’s planned development park was intended for lighter business uses and recreation‑oriented facilities, and they expressed concern about compatibility with hotel, sports campus and recreational uses already in the park.
After discussion, the board voted to recommend the council adopt most of the proposed ordinance amendments (definitions, PDP table column, car‑vault performance standards and several PDP clarifications) but to withhold recommendation on the proposed C&D processing facility until the board and public receive more detailed information about the proposed operation, materials handling, truck trip generation, environmental controls and monitoring plans. The board asked town council and the applicant (representatives asked to appear) to return with a technical briefing and examples of the C&D operation (including materials, processing steps and mitigation measures) at the June meeting before the board issues a recommendation on that item.
