The Cambridge City Ordinance Committee voted unanimously on Oct. 26 to forward to the full City Council a staff proposal to move certain host community agreement (HCA) criteria into the city's cannabis business permit and to remove a zoning prohibition on packaging or repackaging cannabis products at retail stores.
The change, advanced by City staff and recommended by the planning board, is intended to streamline local review for cannabis applicants and align some local requirements with those of the state Cannabis Control Commission.
City economic development specialist Christina D'Alessio framed the proposal as part of a decade-long local regulatory evolution. "Since November of 2022, I've been the city's cannabis point person," she said, and explained staff want to shift a subset of HCA items into the cannabis business permit so the city can review the material earlier and more efficiently.
