The extension covers a one‑year option so the contract term will run from July 1, 2024, through June 30, 2026, and the overall not‑to‑exceed amount would rise to about $20,000,000, SFO staff said. Diana Volek of SFO said the modification would let Hallmark and its local business enterprise subcontractor, Polaris, continue providing line management in international arrivals, wayfinding and staffing of information desks.
The change follows a competitive request for proposals that originally selected Hallmark, SFO staff said. SFO reported that in 2024 staff assisted about 2,600,000 guests across 16 information desks and described the contractor workforce as largely bilingual. The Budget and Legislative Analyst recommended approval; an exhibit cited by staff attributes the increase to higher hourly rates and an 8.5% growth in budgeted positions to support operations during construction at the airport. The BLA and SFO told the committee the work is funded from airport operating revenues.
Chair Supervisor Connie Chan said she supported the extension and the need for multilingual guest services at an international airport. No members of the public addressed the committee on the item. The committee voted 3‑0 to forward the resolution to the full board with a positive recommendation.
The measure will next appear on the Board of Supervisors agenda for May 13 unless otherwise stated.
