Notes on the split vote: The new MAT contract with Community Behavioral Health prompted extended discussion by supervisors and department leadership over program costs, billing rates, facility use and whether the county should negotiate a separate use or lease agreement for clinic space. Director of Behavioral Health Elise Jones and supervisors described the services as Medicaid-reimbursable; the board majority voted to approve the $1,000,000 contract for FY2025-26, while two supervisors opposed.
What the board directed staff to do: By consensus the board directed staff to research the feasibility of a countywide dedicated roads funding measure (sales tax or other dedicated revenue), to return with options and a timeline (staff indicated a 3-to-6-month window for a report). The board also continued the master fee schedule item to a specific future date.
What remains pending: The county chair signed the documents where authorized; several contract amendments will be executed administratively. Staff will return with additional documentation and, where required, corrected drafts (staff reported minor corrections to the Nina Star findings before execution).
