Syracuse resident asks Davis County to release records and open internal affairs review into death of Chase Allen

During public comment at the May 6 Davis County Commission meeting, resident James English of Syracuse asked commissioners and county staff to provide public records and to open an internal affairs review related to the death of an individual identified in his remarks as Chase Allen. English said he brought a USB with a two-hour, 26-minute video he described as evidence and asked how to have the county review it.
"My name is James English, and I live in Syracuse," English said when asked to identify himself. He later told officials, "I'm requesting the internal affairs investigation that was done on Chase Salad [sic], and I've been very delineated on exactly what I'm looking for." He also said he previously submitted seven GRAMA requests through the clerk’s office; English said several requests were directed to the county attorney and that he had not received the records he sought.
English told commissioners he has legal representation and said he would pursue legal action if the county did not act. "If you don't, then I will do legal action. I've already got attorneys," he said, later adding, "I'm suing both for $40,000,000." English said he served in the military and that his background as a criminal investigator influenced his interpretation of the video evidence he offered.
County staff present acknowledged the public comment. The presentation of the USB and the request for records and review were raised during the public-comment portion of the meeting; no formal commission action was taken during the meeting to open a new internal affairs investigation or to accept the evidence. The clerk's office and county attorney's office were identified in discussion as the channels for GRAMA requests and investigative follow-up; the county attorney was not present but a civil-division staff member relayed appreciation for other ongoing work during the meeting.
The commission did not take an official vote on the matter at that meeting. Requests for internal investigations and public-record disclosures are handled through county records processes and, where applicable, law-enforcement review channels; the meeting record contains the public comment and the request as submitted by the speaker.
