City staff said the park is being constructed by the private developer Lewis Operating Corporation as part of the town center block project; the developer declined to include the interactive water feature for liability reasons but agreed to provide a site area and utility access so the city can design, construct, operate and maintain the feature. Parks and Recreation staff proposed the feature because Chino currently has only one city splash pad located in the northern section of the city.
Parks presentation and council discussion Parks and Facilities Manager Jeff Benson and Sylvia Avilos, Director of Community Services, presented the item. Staff recommended SiteScapes because the firm had existing familiarity with the park and developer work; SiteScapes had been retained on the larger park design by the developer, and staff asserted that sole‑source selection would ensure consistency and efficiency.
Councilmember Mark Lucio said he expected the splash pad to be well used by residents. There was no public comment on the item. The council voted 4–0 with one member absent to award the agreement and approve the appropriation and backfill from park fund preserves.
