Clayton County commissioners approve budget controls, event funding, settlements and appointments

The Clayton County Board of Commissioners on May 6 approved a series of resolutions, appointments, a settlement and budget adjustments.
Key votes included a $6,500 partnership with the city of Jonesboro to host a Juneteenth celebration (Resolution 2025-90), a resolution setting the legal level of control for the fiscal 2025 budget at the division level (Resolution 2025-93), a $295,000 settlement in the civil case Mary Collington v. Jesse Kearney et al. (Civil Action 2020-CV-02801), and several board appointments and interim personnel actions.
The board approved Resolution 2025-90 authorizing the county to partner with the city of Jonesboro to host a Juneteenth event and authorized the chief financial officer to amend the budget to reflect required revenue and expenses. Commissioner Elena Reeves asked whether the $6,500 would come from the general fund; staff said it would come from the general fund.
Resolution 2025-93 established a legal level of control for the FY25 budget at the division level so that transfers across divisions would require board approval. County counsel explained the change lowers the department-level transfer authority so more transfers must come before the governing authority. The measure passed with at least one commissioner recorded as opposed.
A settlement approving payment of $295,000 to resolve Mary Collington’s civil action related to a traffic incident on Aug. 30, 2018 (Civil Action 2020-CV-02801) was approved; the board authorized the chief financial officer to amend the budget to reflect the payment. One commissioner announced an abstention, citing a pending legal opinion.
The board approved budget amendment 2-38 in the amount of $1,250 to pay a financial adviser for up to five hours of budgetary advice. The board also approved the reappointments and appointments listed on the agenda, including reappointment of Jean Pierre Bourget to the Development Authority (term through 03/01/2029), reappointment of Robert Payne to the Housing Authority, and appointments to other boards and councils as listed on the agenda.
Personnel actions approved included a 10% interim salary increase for the interim economic development officer (cost noted as $22,264, to be paid from the hotel/motel tax, per staff), an interim promotion and salary adjustment for the deputy chief information officer to serve as interim chief information officer (per civil service rules; cost noted in presentation), and appointment of Angela Jackson as interim chief financial officer effective May 24.

No ordinances or second-reading legislative measures were considered. The board recessed into executive session for personnel and litigation before reconvening and taking the settlement vote.
