OCII staff notified the commission May 6 that the agency will release two solicitations: (1) a request for proposals (RFP) to select a contractor to operate the Hunters Point Shipyard site office and support the Citizens Advisory Committee, and (2) an RFP for a developer team to pre‑develop, design and build affordable rental housing on Transbay Block 4 West.
Site office RFP (Hunters Point) OCII will advertise the site‑office RFP on May 8. The procurement schedule staff presented includes a pre‑submission meeting on May 21 at OCII offices (1 South Van Ness, 5th floor), a Q&A deadline of May 28, and a proposal due date of June 25 (45 days total to respond). Interviews are planned for mid‑July, OCII will brief the Hunters Point Shipyard Citizens Advisory Committee on August 11, and staff expect to return to the commission on September 16 with a recommended contractor. OCII said the incumbent, MJF and Associates, currently performs the site‑office work and is covered by a consent‑agenda contract extension through June 30 while the procurement proceeds. MJF proprietor Micah Fobbs spoke during public comment and said he will apply for the new RFP.
Transbay Block 4 West RFP (affordable housing) OCII said it will release an RFP this week for Transbay Block 4 West, a parcel bounded by Howard, Beale, the planned extension of Tahama Street and Main. The agency described the likely program as two rental projects (family and senior housing), with studios to three‑bedroom units, a mix of units targeted to certificate‑of‑preference holders (displaced former redevelopment agency residents), low‑income families and seniors, and roughly 20% of units for households experiencing homelessness. The selected team will be required to include a nonprofit co‑developer, property manager, architect, workforce and contracting action consultant, and supportive‑services provider. The RFP responses are due in July and OCII expects to bring a recommended team to the Transbay Citizens Advisory Committee and the commission before the end of the year.
Both solicitations are informational notices to the commission; no vote was required at the meeting.
