Lennar and subcontracted community partners described 2023–24 activity: - A contractor assistance program (CAP) operated by a local consulting firm that provides outreach, workshops, “meet the prime” events, supplier meet‑and‑greets and technical assistance for local LBEs, SBEs, DBEs, truckers and suppliers. Staff said CAP conducted outreach to more than 324 contractors, professional service firms and suppliers in 2024 and regularly organizes financial‑capacity workshops with partners, including a Chase Bank workshop scheduled at the Hunters Point site office. - A mentorship and small‑business incubation program administered by Renaissance Entrepreneurship Center, which said it incubates and mentors construction businesses, connects firms to primes and reported securing $8,832,000 in contracts for program participants in 2023–24. - A job‑training program administered by YCD (job training/placement partner) focused on environmental safety and remediation skills. Dr. Mitchell Smith said cohorts have trained and graduated local residents for environmental‑safety careers; 25 cohorts were completed in 2023–24 with 30 graduates reported in the presentation period.
OCII also summarized Legacy Foundation activities tied to Community Benefits Fund dollars. The commission heard that Legacy Foundation programming to date has contributed more than $33,000,000 to projects including the Southeast Community Center/Community Health Center, contractor assistance and scholarship programs. OCII said the Lennar Bayview‑Hunters Point Scholarship has awarded 67 scholarships since inception and that Legacy Foundation dollars will fund a $200,000 STEM‑focused college‑readiness and career skills program aimed at 11–25 year‑olds, slated to begin in fall 2025 and run through summer 2027.
Speakers repeatedly emphasized workforce pipeline and contractor capacity challenges — particularly access to capital and bonding — and described Legacy Foundation plans for a contractor assistance revolving loan or surety program to help local firms bid on large projects.
