Planning commission backs Oaks at Lakeway PUD amendment but removes cross‑PUD provision

The Zoning and Planning Commission recommended City Council approve Amendment No. 5 to the Oaks at Lakeway planned unit development, subject to removal of a new provision related to a separate portion of Main Street.
Staff told the commission the amendment clarifies language, records deliverables that have already been met and shortens one construction timeline. The amendment covers approximately 34.745 acres of the original 89.724-acre Oaks at Lakeway PUD. Staff reported site development plans and permits are in place for the parcels covered by the amendment and proposed changing a required completion timeframe from 24 months to 12 months for the primary section of Main Street in the tract. The amendment also adds an exhibit showing a water-quality pond to be located on the park side of the tract and removes obsolete definitions.
City staff and the applicant discussed a proposed new Section 5, which would have referenced a separate PUD portion (the “Legends” portion of Main Street). Staff and the city attorney recommended omitting that cross‑PUD language from the PUD ordinance because the city typically does not codify provisions for other PUDs within a single PUD ordinance. The applicant asked that the text remain, but the commission accepted a friendly amendment to remove Section 5 and approved the remainder of the ordinance changes.
A commissioner described the amendments as removing items that are finished or no longer relevant and said removing the obsolete language provided a clearer path to the completed Main Street. The commission voted unanimously to recommend City Council approve the PUD amendment with Section 5 removed. Staff noted permits are ready for issuance and that construction and grading on portions of Main Street are already under way.
The commission directed that a representative from Stratus (the owner/developer) attend the upcoming council meeting to answer any follow-up questions.
