The application was submitted to HCD on April 3.
County staff representation: Dylan McCully, homelessness program manager in the County Administrative Office, presented the revised resolution and noted the change was necessary to align with HCD application rules. Director Holt and McCully were available to answer board questions about long-term service commitments and Medi-Cal billing.
Board discussion: Supervisors asked whether Behavioral Health had capacity to provide long-term services and whether changes to Medicaid/Medi-Cal could expose the county to fiscal risk. Director Holt said the county will claim Medi-Cal for specialty mental-health and drug Medi-Cal services for eligible residents and that the county has structured eligibility criteria to minimize fiscal exposure.
Board action: The board adopted the revised resolution, authorizing submittal of a joint Homekey Plus application with Fresno Housing Authority for up to $35,000,000 and authorizing the county's project signatory. The motion passed unanimously.
Next steps: Staff said the revised application reflects HCD technical-assistance guidance; if the award is made, the county and housing authority will proceed with the adaptive-reuse project and Medi-Cal–funded service delivery for eligible tenants.
