Paso Robles public works staff presented the monthly capital projects status report at the May 6 City Council meeting, detailing ongoing construction, upcoming paving, and completed pedestrian improvements.
The highlights
- Creston Road (phase 1): Work in front of Wayside Liquor and other frontage improvements are complete; final paving is scheduled once school is out. The project includes a new traffic signal at Creston/Niblick/Wall/Bevill; installation of the signal hardware should begin late in the month, with final striping and activation after paving.
- Creston Road (phase 2): Design is roughly 95% complete and staff said the city expects to bid the phase later this fall with construction anticipated in spring 2026. Phase 2 will include a roundabout at Rolling Hills.
- East‑West Fourth Street (pedestrian improvements): Curb ramps and sidewalks at 20th and Park are complete, with a dedicated pedestrian push‑button and walk signal installed to accommodate Mid‑State Fair pedestrian volumes. Hand rail fabrication remains and is expected to be installed in a couple of weeks.
- Sherwood Park: Parking, picnic facilities and pickleball courts are under construction. Light pole bases for the courts are installed and court surfacing work is expected to progress in coming weeks.
- Sierra Bonita tract: Gas main replacement and repairs postponed earlier resurfacing work; contractors will complete gas work first, then the city will resurface the streets in a subsequent paving season.
- Maryhill/Fifteenth/Terrace Hill resurfacing: Final paving completed recently; contractors will return this week for cleanup, striping and utility adjustments.
- Serenade/Brabham neighborhood repairs: Localized base failures were excavated and repaired; a slurry seal is scheduled for next week followed by utility adjustments and final pavement work.
- Other projects: Flamson pedestrian enhancements (RRFB rapid flashing beacons), downtown parking lot rehab contracts (by Marv’s Pizza and 12th & Railroad), annual striping program, small ramp pavement at the municipal airport, and a concrete slab training prop at Union Road Fire Station are all in varying stages of design or construction.
Why it matters
Council members and staff noted the long timeline from design to construction for major corridors like Creston Road and emphasized that grants and phased construction made the work possible. The report gives residents a timeline for when they will see paving, signals and pedestrian safety improvements. Staff also explained coordination with utilities: the Sierra Bonita resurfacing is deferred until gas main work is complete to avoid re‑cutting newly paved streets.
Speakers
- Esperanza (capital project engineer) — presented the status report and photos. - Freda Berman (Public Works Director) — spoke about the Veterans Memorial Bridge signage concept (separate agenda item). - Council members asked schedule and funding questions; staff answered with grant and budget context.
What’s next
Staff will continue to coordinate paving schedules with utility work, complete signal installation and the Sherwood Park amenities in the coming weeks, and advance Creston Road phase 2 design toward a fall bid.
