Granbury awards street rehabilitation and sewer contracts; council amends capital budget

The Granbury City Council approved several procurement items on Tuesday, awarding a city street rehabilitation contract and a sewer-line replacement and adopting a related budget amendment.
The council voted to award bid number 24-25-06 for the 2024–25 street improvement project to Rock Solid Inc. for $951,825.59. Chris Hay, city engineer with EHT, said a scoring committee evaluated four proposals on price and other factors and recommended Rock Solid as the highest scoring proposal; the committee judged Rock Solid’s submission met the request-for-proposal requirements. The council approved the award without recorded opposition.
The council also awarded bid number 24-25-07 for the Ewell Street sewer line improvements to Blair’s B and B Backhoe Service, Inc., not to exceed $155,000. Public Works staff said the existing eight-inch sewer main on Ewell needed upsizing to 12 inches to serve six new townhomes under construction and anticipated upstream demand. Public Works Director Chester Nolan said the project is relatively small (about 441 linear feet of 12-inch pipe) and larger contractors showed limited interest, leaving a single responsive bid. The council approved the award and adopted ordinance 25-24 to amend the enterprise capital project fund to pay for the work, which staff said will be funded from impact-fee reserves.
On the consent agenda the council approved a $250,000 InstuForm Technologies, LLC proposal and an associated budget entry; the item was described by staff as routine and already included in the operating budget.
Council discussion touched on contractor experience and procurement process. Chris Hay and other staff told the council they had checked references and city staff had prior experience working with some bidders; staff said rock solid had performed paving work in Bridal Woods and was considered qualified. Council members noted increased bidder interest compared with earlier procurement cycles and emphasized oversight of contractor performance.
Votes on the construction awards and budget amendment were recorded as unanimous with no recorded nay votes.
