House Appropriations Committee rereports six measures to full House, including AED, landlord-tenant and Guard changes

The House Appropriations Committee unanimously rereported six bills and two resolutions to the full House during a short committee meeting, Chairman Harris said.

The measures sent back to the floor included House Bill 193, House Bill 630, House Bill 734, House Bill 1102, House Resolution 198 and House Resolution 217. An executive director provided a brief overview of each measure for the committee.

The executive director said House Bill 193 would require the Department of General Services to install and maintain at least one automated external defibrillator in each state building. House Bill 630 would amend the equal-pay law to extend protections against wage discrimination, and House Bill 734 would amend the Landlord Tenant Act to require a landlord to provide a tenant a dwelling and to outline tenant relocation procedures if a rental property is condemned or deemed unfit for human habitation. House Bill 1102 would expand the Pennsylvania National Guard’s incentive program for in-demand military occupations to include chaplains and JAG officers. House Resolution 198 would designate May 6, 2025, as AKA Day at the Capitol in Pennsylvania in recognition of Alpha Kappa Alpha Sorority, Incorporated, and House Resolution 217 would recognize May 7, 2025, as Eagles Day at the Capitol honoring the 2024 Philadelphia Eagles.

Committee staff reported no fiscal impact to the commonwealth for House Bill 734 from a policy standpoint and recommended affirmative votes on the package. After discussion, the chair called for a voice vote; committee members reported no negative votes, and the chair announced that “all of those bills will be rereported to the floor as a unanimous vote.”

The measures will next be considered by the full House; the committee did not specify floor scheduling during the meeting.
