Deputy City Manager Connie Varsalis explained the legally required renewal process and said that, by law, if property owners representing 50% or more of assessments formally protest, the council cannot proceed. Councilmember Mellinger moved to approve the staff recommendation to renew the BID; the motion was seconded by Councilmember Cisneros and passed 7–0.
