Superintendent: Harrisonburg resists Rockingham County’s proposed voting change at Massanutten Technical Center, awaiting response

He said Rockingham County proposed changing the MTC operating agreement to give Rockingham an 80% voting share and reduce Harrisonburg to a 20% share; the change would move day-to-day and executive-board votes away from joint, equal voting.
Harrisonburg staff and board members reviewed regional practice and governing rules and concluded that a 50–50 voting arrangement is necessary to preserve the district’s say in curriculum and budget matters. The superintendent said the district sent a written response rejecting the proposed changes and requested Rockingham County’s school board and superintendent to engage further but has not received a reply.
Board members called the change ‘‘unacceptable’’ and described the district’s position as seeking maintenance of an even vote split; the superintendent said the matter remains open and staff will report back if Rockingham responds.
Why it matters: MTC governance arrangements affect curriculum, budget and governance of the regional technical center attended by students from both jurisdictions. A change in voting shares could reduce Harrisonburg’s influence on MTC decisions.
Next steps: District staff will await Rockingham County’s response and continue to seek a negotiated outcome that preserves a balanced voting structure.
