Committee approves honorary street marker for Sam Rock Davis

The Transportation, Energy and Utilities Committee on May 6 approved a proposal to install two honorary street-marker signs recognizing Sam Rock Davis at 40 Fifth Street.
Committee Chair Bill Delaney said the measure, introduced as Ms. Pittman’s bill, would open and close a public hearing and then proceed to amendment and action. Edward Linsky, representing the Council Auditor’s Office, told the committee one affected property had been double-counted in the legislation’s listing and staff adjusted the bill by removing that property; he said the correction did not change the required approval percentage, which remained at 85%.
Cherry Pollock of the Office of General Counsel described the item as “an honorary street marker” for “Mr. Sam Rock Davis,” saying the proposal had the required 75% approval and would result in two signs placed on 40 Fifth Street. Councilwoman Pittman spoke in support, saying the designation recognizes a longtime community member who returned to Jacksonville and contributed locally.
Following the explanation and brief remarks, the committee approved the amendment (voice vote) and then approved the bill as amended by a recorded tally of 6 yeas, 0 nays. Chair Delaney announced: “By our actions, we approve 2025-258.”
