Bettendorf swears in Doug Scott as police chief

Doug Scott was sworn in as Bettendorf’s new police chief at the start of the city council meeting. The oath and brief ceremony took place before the formal agenda so the flags and meeting setup could be restored afterward.
City Administrator Decker Plain introduced Scott and said Scott “has been with us for 19 years” and noted Scott’s academic credentials, including a bachelor’s degree, a master’s degree, a master’s certificate in law enforcement from the University of Virginia and recent graduation from the FBI National Academy. Retired Chief Keith Kimball attended the ceremony.
Scott took the oath and addressed the assembled officials, staff and family. “This truly is an honor and privilege to be in here tonight. I'm very humbled by the outpouring of support that I've received,” he said, adding that he “stands on the shoulders of giants” and thanked supporters and family. Scott promised the community and department that “when it's my time to vacate this seat, that I've done the best that I could, improved safety.”
Mayor Robert Gallagher participated in the ceremony and Scott’s wife, Heather Scott, pinned his badge following the oath. The ceremony concluded with group photos before the council moved on to the evening’s agenda.
