Assembly approves purchase of compost containers; purchasing director says Buy America compliance produced lower bid

The Assembly approved AM 25-50 to purchase compost containers for the central landfill, awarding bid 251544B to BSI Equipment in the contract amount of $138,466.88.

Purchasing Director Russ Scribe explained a large price gap among bidders and said the low bidder had verified their quoted price and compliance with Buy America/Build America paperwork. "When these bids came in ... we called them to verify that that, in fact, was an accurate number," Scribe said. He noted the major discrepancy was in 8-yard containers, where one bidder priced units at about $1,300 each while another priced similar units at about $11,000.

Assemblymembers used the discussion to flag local-manufacturing considerations. Assemblymember Maxwell Sumner urged staff to seek local manufacturers for future container work and capital replacements; several members supported outreach to local fabricators and welders to explore whether local production or refurbishment could keep more dollars in the local economy.

Clarifying details: Purchasing staff noted a buyer that meets BABA requirements can sometimes be cheaper if the vendor can provide required documentation; conversely, an apparently higher-priced bid may have lacked BABA paperwork and therefore could not be selected without a waiver. Staff also explained that product warranties for these manufactured containers follow standard practice, and construction projects typically carry one-year warranties; the borough maintains contracts for repair and refurbishment of containers as needed.

Next steps: Staff will finalize the procurement with the awarded contractor and the Assembly requested follow-up on opportunities to source or refurbish similar containers locally for future capital plans.
